Scope of Support:The projects supported by the award and subsidy funds shall be the projects included in the list of key projects of the National Comprehensive Freight Hub Complementary Chain and Strong Chain City Cluster Three-Year Implementation Programme. It is mainly used for the construction of the following projects: (1) Comprehensive Freight Hub Project. Around effectively meet the needs of multimodal transport nodes distribution and distribution, the existing warehousing, yard implementation of the expansion and transformation, appropriate new warehousing, yard, increase the capacity of the facility. (2) Transportation projects. Around the railways, waterways, aviation and other freight transport infrastructure into the station, into the port terminals, into the park, extension and expansion of existing lines, the implementation of new or expanded special lines, etc.. (3) equipment renewal projects. Around the standardisation of freight transport equipment, intelligent, green development, promote the application of specialised multimodal transport equipment and cross-modal rapid loading and unloading of transshipment, sorting facilities and standardised transport units, as well as in line with the low-carbon goals of the operating facilities, new energy trucks and all freight models. (4) Information construction projects. Facility construction, equipment purchase and information system construction around promoting the interconnection of information platforms of various modes of transport and promoting the application of "one single system" intermodal transport services.

Support Mode: In principle, the annual scale of subsidy funds shall not exceed 1/3 of the funds to be arranged for three years, and the relevant city of the city cluster will be given a certain amount of subsidy funds in the first year to start the relevant work, and will be rewarded in the subsequent years according to the results of the performance evaluation. If the performance evaluation result is A, i.e., the score is 90 points (inclusive) - 100 points, the reward will be 1/3 of the funds to be arranged for 3 years; if the performance evaluation result is B, i.e., the score is 80 points (inclusive) - 90 points, the city cluster will reduce the rewarding funds; if the performance evaluation result is C or D, i.e., the score is less than 80 points, the rewarding funds will no longer be arranged and the rewarding funds will be withdrawn depending on the rectification situation. rectification situation to decide whether to recover the arranged award funds.
